Community and Absorption - The Vision:

Having the residents of the town take part in improving the life quality of the residents and in addressing the changing needs of the community's residents in various periods of time (emergency and routine).
Putting an emphasis on the special needs of a multi-cultural community living in an open and diverse town.
Community:
The activity is characterized by being divided into quarters, Ma'alot (4) Tarshiha (3).
A coordinator is appointed for each quarter on behalf of the municipality, and he serves as a 'control unit' for the municipality, in the physical, social and cultural domains- mapping the needs of the quarter regularly and annually, bringing up the needs with the relevant factors within the municipality, activating the bodies within the community and supervising their actions.
The core of activity is partnering with the residents through a "Residents' Partnership" project. A community social worker coordinates this program in cooperation with the municipal staff.
The Mishol Project- initiated by the Joint. The program is active in Rova Gimel (the third quarter) and will operate for 3 years, with a total budget of 1,200,000 NIS.
The purpose of the program is creating a supportive social infrastructure at times of calm in order to be able to be available at times of emergency- by addressing needs and giving a sense of belonging and safety for the residents of the quarter. The project coordinator from the Joint is Mordi Edri and the neighborhood-worker is Faina Krichevski.
Producing municipal events in cooperation with the coordinators of the quarters- Lag BaOmer, summer events for the residents out of the town, presenting a work & budget plan to the residents, producing fairs and special events in each quarter.

The Human Resources Centre:

The centre was established during 2005.
It focuses on developing the human resources in the town, dealing with education and employment.
Education: expanding the education system in general and the academic system in specific, through setting annual measures and having workshops, fairs, offering consultation and guidance, granting scholarships.
Employment: direct interface with the regional employment bureau and employers, decreasing the unemployment rate from 12% to 5.9% through empowering workshops for the unemployed, producing employment fairs, consultation and guidance, placements.
In 2007 the Joint will activate a "Tabat project – an employment promoting town", for a duration of two years, with a total budget of $600,000. The unit is in the process of being set-up and will be managed in the Grass Community Centre.

Ministry of the Interior:

Providing services for the town residents.
During 2007 the office was upgraded from the technological and human aspects and serves as a regional sub-branch.
Consultation Services for the Citizen
Providing consultation and mediation services for the residents.
Currently, a program that will make the process more efficient is being implemented. The program is a national pilot.
Providing consultation in the areas of public housing and assisting the residents in applying for support from the Ministry of Construction & Housing.
Beit HaOle (the home of the new immigrants) unites under one roof some 1,300 residents and 8 organizations of Olim. It holds diverse social activities in the fields of Jewish identity, history of Israel and Hebrew studies.
Developing programs suited to the various needs of the Olim according to the different age groups- adults, youth and children. The activities take place in community centers around the town, youth promotion and social services in cooperation with the Ministry of Absorption.
Holding town events such as: Victory Day, events in appreciation of the Olim, producing and instructing events for committees.
Guiding new residents of the town, ensuring proper absorption.
Activating a municipal absorption program- France.
